Twintails seem to be a very popular hair style in anime. (I still hold that ponytails are superior.) Sailor Moon is often credited with popularizing it, since she sports the dango (dumpling) twintails, and the trend took off shorty after the series ended in late '90s and early '00s.

Personally, when I think of twintail characters, Hiiragi Kagami from Lucky Star and Tohsaka Rin from the Fate franchise immediately spring to mind. (Interestingly, they're both tsunderes.)
