It's a thing parents do. Gives the child freedom to walk around (independence is important) but keeps them safe from walking into traffic, being snatched up in the crowed. Probably would of been a good idea for anyone kid that fell into an animal exhibit.
I talked about it with my wife, and we both agree as our daughter gets older we will probably be using them at major parks (Disney not a national park), or at the zoo which we go to a lot. I think they get over used, anywhere there are a lot of people. The bad thing is that the leash makes parents feel like, "don't have to watch my kid, gott'em on dis leash." when the leash is more of a safety net not a ticket to freedom.
I was a leash baby because I was a runner. I once slipped out of my monkey backpack at disney world, ran away from my parents and got naked... FREEDOM!
