We asked someone that once, and they said that some of the reasons they choose to not have seatbelts on school buses are: They are bigger than most vehicles. Usually the smaller vehicle gets the most damage. The seats are padded and are so close together that hitting one would be similar to hitting an airbag. And, if ever there was an emergency, and the passengers were unconscious but they needed to get out ASAP, it would take too long to undo all of the seatbelts.
I've read on this before apparently because the wheels make the bus floor be higher up than other cars the inside receives little damage making it safer.
